The grand prize award and plaque was presented to Kacie Wills during the June 7th City Council Meeting for the City of Westminster. Sergeant Henry Boggs, from Orange County Lodge # 5, presented Kacie with her award on behalf of the FOP State Lodge. Kacie was also honored by the Westminster City Council for her outstanding achievement.
