March Board Meeting just around the corner.

The State Lodge Board will meet in March at the Irvine Marriott (John Wayne Airport), 8000 Von Karman Avenue, Irvine, CA 92612. The E- Board will meet on Friday at1800 hours on 3/02/07 and the full board will meet at 0830 hours Saturday, 3/03/07. Members are welcome to attend the meeting so if you are in the area stop by.

Fund Raising will be discussed and how the state lodge can share funds with local lodges from the sate wide fund raising. This should be a welcome topic for the local lodges. We will get an up date on where this years legislation will take us and what we will have to be on the look out for in Sacramento this year. This year could be a big one again. We need to talk about a Political Action Committee (PAC) and how we could raise funds. So as you can see this is going to be a good meeting. Hope to see you there.

I know you will say it is to early to talk about the 58th Biennial National Conference in Louisville, KY, August 12, 2007 - August 16, 2007, but we do need to start making plans to attend and we will need information from your lodges to help us get the job done. The Conference Committee will be getting information out to the Lodges soon to let you know what dead lines everyone will have to meet. We have 80 rooms for the conference have made some allowances for those of you that may want to share a room. We hope to have 80 plus delegates at the conference this year.

The cost of doing business and supporting our memberships needs are on the increase and as you know the FOP has always looked for ways to keep cost down and depended on voluntary resources to cut corners. The national FOP provides a wide range of important and needed services and wants to keep improving those services as the demands form our local lodges increase. There will be a proposal to increase the NFOP dues to $9.50 a member per year at the 2007 conference. This increase if passed will have to be passed on to our local lodges, the state lodge can not cover the increase without increasing our dues as well. So you may want to take this into consideration at the local lodge level and plan ahead. The voluntary help is not cutting it any longer and we can no longer count on it.

I am still looking for articles to add to your news letter, so let me know what is happening at the local lodges so we can pass it on.

Tom Penoza, National Treasurer

National Treasurer Tom Penoza was re-elected at the 57th Biennial Conference in New Orleans, Louisiana to serve a fourth term. Tom has been a member of the Fraternal Order of Police for over thirty-four years. He served as Delaware National Trustee for ten years. While on the Board of Trustees, Tom served as Chairman of both the National VIP Committee and the National NLECB Committee, as well as serving on the Insurance Committee, Benefits Committee and Legislative Committee. Prior to and during his term as National Trustee, Tom was the Delaware State Lodge Treasurer for eleven years and State Trustee for four years. He also served as local lodge President and Vice President of Newark Lodge #4. While in a leadership position with his local lodge, Tom negotiated seven collective bargaining agreements and handled numerous grievances and unfair labor practices. .... continued page 2

Tom is a retired Captain of the Newark, Delaware Police Department where he served for twenty-two and a half years. The last twelve years he has held the position of Special Investigator for the Delaware State's Attorney General's Office. His primary role with this office is to investigate white collar crime. He also attended and graduated from the 150th Session of the FBI National Academy.

As the National Treasurer, Tom plans to continue educating the membership on the financial status of the Grand Lodge and to continue the computerization of the National Treasurer's office and its responsibilities. He also will work with the National President to develop new revenue-generating programs while maintaining and improving the relationships with the current ones. He feels his experience and length of service in the Fraternal Order of Police has enabled him to be an integral and productive member of the Executive Board of the Grand Lodge. The cost of college education is constantly on the rise. Education is very important to the Ca. State FOP; therefore a scholarship fund was

established. Scholarships are available to FOP member's families.

For members that have high school seniors that are looking forward to college or family members that are currently enrolled in a university, college or trade school the FOP offers financial assistance to help with the expenses associated with education.

There are 10 scholarships available per year and each one is $1,000. In order to qualify for consideration you must meet the requirements listed on the Ca. State FOP web site. WWW.cafop.org. Also on this web site you will find the application for the scholarship. After completing the application please return the application and all the necessary documents to:

Return the application and documents to the above address by April 1st, so that the scholarship committee can review the application and selections can be made in time to assist with the following school year. Education is important to the FOP so please don't hesitate to apply.

Grand Lodge Information System

Ready or not, the FOP has entered the computer age. It has been a long time coming, and it's still not without need of some fine-tuning, but make no mistake, it is here. Every member, every lodge officer at local & state levels needs to get on board. That is not a suggestion; it will be a requirement. "Learn it! Live it! Love it!"

Members have access to a great deal of information including: upcoming events, training & leadership seminars, conferences & meetings of state & national boards, labor information, and current legislation efforts. Another venue is Labor Services where information on contracts, research, and what is happening in other jurisdictions is available. Merchandise is also available on-line.

Contact information for National/State Officers as well as for Committees is available to members. The system provides for no cost member e-mail accounts.

Updating member information and gains/losses of member will be done on-line. Yearly per capita will only be done beginning this year.

information. After doing so, the information is forwarded to the Local Lodge Secretary who approves & forwards the entry to the State Secretary. The State Secretary forwards the information to the National Office.

Local Lodge Secretary's will enter new member information and/or per capita information and changes, which will be sent to the State Secretary and then on to the National Office. Local Lodge Secretary's have access to their lodge roster and membership. The State Secretary can access all Local Lodge roster information.

Instructions for using the Information System can be found on our website, CAFOP.ORG or by requesting a copy via e-mail from the State Secretary, ggnissenfop@yahoo.com.

It's not difficult, but there is a learning curve. If you encounter an insurmountable problem, contact the State Secretary or Roxie/Ruth at the National Office.

In addition, we provide assistance to your labor entity to obtain the right to become your bargaining agent or to try to influence the public officials who determine your hours, wages, terms and other conditions of employment.

The Labor Services Division is staffed by full-time professionals who provide highly skilled services to FOP labor entities in the area of labor relations. Our staff includes experienced veterans in the field of Law Enforcement employment relations. These representatives are available to travel extensively throughout the country to assist member lodges. In addition, the Labor Services staff is available to answer members' questions and to provide information and/or advice.
